DOXO Bill Payment Warning
DO NOT USE DOXO TO PAY YOUR BILL!
WHAT IS DOXO?
DOXO is a third-party online bill payment website that allows the general public to pay utility bills online through the DOXO website. They are not affiliated in any way with Fosterburg Water District.
WHY IS DOXO NOT A GOOD THING?
DOXO on-line bill payment website appears to be affiliated with a water system or municipality, but it is not. "doxo.com" may charge extra fees, and FWD cannot control when our utility will receive payments from doxo.com, possibly resulting in a late payment fee or disconnection due to non-payment. Therefore, FWD advises customers to ONLY utilize the BILL PAYMENT tab on our website for online bill pay.
Late Fees
In dealing with the postal service inability to make timely deliveries of the monthly billings. Fosterburg Water District has taken the trouble and cost thereof, to implement on-line access of your water account. As noted in the center of this homepage, you can set up your own access including receiving a notice from Fosterburg Water District that your water bill is ready to viewing and make payment. FWD has even added several payment options that are made available.
Therefore, in dealing with Late Fees, FWD will not remove or reduced any late fee due to the lateness or lack of a water bill NOT showing up in the mail. Same goes for the return payment to the water district office. If payment is received after the due date, a late fee will be accessed. This applies to even if you mailed your payment on or before the due date. The payment has to be in our office on or before the due date, not when you mailed the payment. Just because you mailed your payment on or before the due date, doesnt consitute relief of the late fee. The postal system processing can and has caused late arriving payments to be made. (This is not a local postal issue, but rather a nation wide postal issue.) You are still responsible for the late fee for late arriving payment even though a late arrivial was due to the mail processing. You can file a complaint with your local post office.
If you fail to reviceve your water billing, call the office at 618-259-0935, during normal business hours and the office staff will address you inquires.
Disconnection Information
Note: Payments related to disconnection notice letters, due to delinquent payments, are to be made by 3:00 pm either on or before the date as indicated within the letter. Otherwise, service will not be restored until following regular business day.

Efexsys is accessed through our Web Portal and can be found at https://fosterburgwater.utilitydistrict.com. You will be prompted to register to gain access. Once registration has been completed you can make a payment. There is a convenience fee of $2.50 for the first $50.00 dollar amount. Any amount greater than $50.00 is assessed at a rate of 2.8% up to $5,000.00.

Fees for all on-line payment options: The convenience fees are collected by third parties for completing the payment transactions. Fosterburg Water District does not handle these types of transactions and therefore, we do not collect or make any additional revenue from the convenience fees.
Payment By Mail
If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five-seven business days before the due date specified on your bill.
POSTAL SERVICE CHANGES MAY DELAY MAIL
On October 1, 2021 the United States Postal Service implemented new service standards that increase time‐in‐transit by 1 or 2 days for certain first-class mail, meaning it may take up to 5 days to deliver some first-class mail.
This change to their delivery window may affect how soon you get your mail, including your water bills. It may also cause a delay in receiving your mailed payment.
Over the past several years the postal system has been lacking in its efficiencies in either delivering the water billing to your residence or the opposite and more damaging, the delivery of your water payment back to the water office and in a timely fashion. As you may or may not know, Fosterburg Water District policy towards late arrival from the postal system does not constitute late fee forgiveness. By registering on our Web Portal, you will have the option to access your water account and set up whether or not to have an electronic notice given to you by means of a text or email. This electronic notice will be your prompt to know when to login into the web portal and gain access to your water account whereby you can review and print your bill, or history, and /or make a payment either by a credit card. Account number and Last Name are all that is required to register on the webportal.
Automatic Bank Draft
The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account on the due date and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the ACH Recurring Debit Form located in the Forms & Reports Section and drop it off or mail it to our office, along with a voided check.
Payment Drop-off Location
You may pay your bill in person at our office located at 3216 Main Street in Fosterburg. We accept cash, check, money orders, and credit/debit cards. To avoid longer wait times, please note that Mondays, Fridays and the first day after a holiday are normally very busy. NOTE: Payment being dropped off after normal business hours (Monday thru Friday 8:00 am to 4:30 pm - office is closed on weekends) and is considered next business day and if due on that date will be assessed a late fee.
